Sustainable development of rural areas is one of the greatest challenges that face the South African government. Despite the government initiatives, rural people still suffer from real problems of inadequate development. This book provides great insight and profundity to a topic that received scant attention in construction literature. Utilising the unique management skills of Project Management Firms to support the government in achieving its sustainable development objectives for rural areas is a new area of research. This book presents an innovative framework, developed by the authors, to create a partnership between government &amp, project management firms as an approach to sustain the government efforts towards overcoming the problems of rural areas development which haunted South Africa for many decades to date. This book is imperative for government authorities, officials, decision makers, project management firms and any other parties that are concerned with Public-Private Partnerships and sustainable development of rural areas in general and South Africa in particular.

The purpose of this book is to disseminate knowledge on Public Private Partnerships (PPPs) and report on the findings of the research that was conducted relative to South African PPP projects. The research investigated perceptions of PPP actors on the performance of operational PPP projects. The findings from this research and publication of the book make an invaluable and original contribution to the PPP body of knowledge, provides insight for further research in this important field, refines the understanding of operational PPP projects, and provides direction for policy and decision makers in South Africa and beyond. Traditional procurement approaches have proven inadequate, given the growing demand for better services and wages from the populace against limited resources. The book therefore, provides a paradigm shift towards engaging the private sector and other investors to create wealth and jobs through partnerships and promote knowledge creation as opposed to knowledge consumption. The book targets: university undergraduate and graduate students, built environment practitioners, lecturers, contractors, labour movement and other related PPP actors.

Many emerging markets, low-income countries require a major step increase in infrastructure investments to alleviate growth constrains, respond to urbanization pressures, and meet their crucial goals for investment growth, development and sustainability. Growth prospects as seen from documented research, is greatly hampered by the absence of infrastructure not only in developing countries, but also in some developed countries. Strategic infrastructure like roads, energy and ports needs to be in huge existence to drive growth. An estimated 1.4 billion people have no access to electricity,0.9 billion have no access to portable drinking water and 2.6 billion without access to sanitation. The experience of developed countries highlights how a temporal boost in construction projects can more than triple the rate of growth with a high net social value. The role of infrastructure finance cannot be over emphasized in times when the aspirations of most African countries is to attain full growth potential. The question is how can the people get the best value for money, should the approach be public, private partnership or enforced public procurement, Public sector comparator maybe the solution

The author focuses on how development-oriented non-governmental organizations (NGOs) and microfinance institutions (MFIs) are suited to the dual development process of improving the wellbeing and empowerment of the poor and other marginalized peoples (especially women) in Africa and other developing countries, focusing on Uganda. NGOs and MFIs are seen as a third approach (i.e. an alternative to state or market strategies) to achieving sustainable development and poverty reduction. The author discusses the following central issues: rethinking development strategies in Africa as a result of the failure of the state or market to deliver economic growth and poverty reduction, and the rise of the NGO sector to fill the vacuum, clarification of the on-going confusion between MFI performance and impact assessment, the inadequacy of economic reforms in Uganda to benefit the rural agricultural producers, NGOs and MFIs in Uganda as part of the development strategy and their potential to spur development, the commercialization of MFIs and its implications, lessons from successful MFIs in Uganda and globally, and an analysis of how NGOs and MFIs working together with the public and private sectors (in a triple partnership) can achieve sustainable development and poverty reduction in Uganda and other African countries.
